  The Australia Council established the Community Arts Committee in 1973 and the Community Arts Board in 1978. The purpose of the latter was to encourage wider participation in the arts, especially for groups with little social capital. The Board was “the first funding body to identify the community arts phenomenon and respond with definition and policy." This occurred under the directorship of Rosalie Bower, the first director of the Community Arts Board, who wrote in a paper entitled 'The Case for a Community Arts Centre': “The activities within a centre should be accessible to children, aged people, the physically handicapped, ethnic groups and those whose time is severely restricted by work and family ties. The activities supplied by the centre should be conducted free from competitive elements which otherwise might discourage people from participation, and they must be inexpensive and accessible at almost any time. They must not pre-suppose education or income levels which would cut them off from any section of the community.'" (Australia Council 1979/1980 Annual Report, page 32)

  "In this article, I propose that investigation of allies, ally skills, and allyship in disability arts is overdue. I articulate some of ways in which non-arts approaches to allyship need to be adapted to meet the needs of disabled artists, given the aesthetic as well as professional and social dimensions of allyship distinctive to disability arts. In doing so, I highlight the need for new theory, terminology, and frameworks to define the different approaches to allyship, developed by different artsworkers, operating in different roles, across the different domains of disability arts and/or arts and disability practice."

Tutti is the home for renowned disability-led collectives The Sisters of Invention, Company AT and Sit Down Shutup and Watch Film & Media Festival and has supported the career paths of many disabled artists. The Tutti Arts Centre was opened in Brighton 2020. In 2022 Tutti opened a new Regional Hub in Nuriootpa."

  REWIND - Strategies for _Integration - A training seminar presented by Accessible Arts Inc - 1992 - reads, in part "Accessible Ans Inc. is an organisation which encourages and promotes the development of opponunities for people with disabilities to have access to and participation in all creative artforms. Accessible Arts began, in 1985, as an arts project for people with disabilities at Community Activities Network. In 1989 Accessible Arts became an independent, non-profit organisation incorporated as an Association. During 1990 Accessible Arts was financially supported by the State and Federal Governments to establish a statewide service for people with disabilities. The change from activities project to a statewide service has been significant. The organisation has compiled a state profile on what art facilities are available to people with disabilities in New South Wales; provides a consultancy service for artists, people with disabilities, disability services and arts organisations; assists the general community to initiate their own art programs and projects through the establishment of regional networks; provides training programs in the area of art and disability; produces publications; and, acts as an advocacy/educational body for the promotion of access and equity in the arts. The Rewind Seminar was initiated after expressions of interest and concern were directed to Accessible Arts about the need for strategies to effectively involve people with disabilities in arts practice."
