"The Australian Council for the Arts established in 1968" The Australian Council for the Arts was established in 1968. This came after a push during the late 1960s for better support of the arts in Australia. The Council replaced the Elizabethan Trust as Australia’s main arts body, although the Trust continued to receive funding from State governments. The Council was later given statutory authority in 1975 and called Australia Council. Prime Minister Gough Whitlam is recognised as a key political supporter of the arts. The election of Whitlam (serving from December 1972 to November 1975) gave unprecedented and considerable attention and funding to an arts policy which would establish an Australian cultural identity raising international awareness. The Australian Council for the Arts received an unprecedented $14 million in funding in the 1973/74 budget. This was “more than double the allocation the bodies out of which it evolved had received the year before. The Council’s allocation was increased by a further 50 per cent in the 1974/75 Budget."

“Assistance to Composers Advisory Board created by the Commonwealth government.” In 1967, the Commonwealth government created the Assistance to Composers Advisory Board with an aim to advise on funding needs for music composition and promotion of Australian composers. The Board was to judge work based on “musical distinction or excellence of its kind, and on the promotion of Australian composers both in Australia and abroad”. The Board’s functions were later absorbed by the Australia Council.

"The Australian Elizabethan Theatre Trust begins operations in 1954" The Australian Elizabethan Theatre Trust began operations in 1954. The key role of the trust was to support the arts in Australia leading to the independent companies of: Opera Australia, The Australian Ballet Foundation, National Institute of Dramatic Art (NIDA), and Bell Shakespeare Company. At this time there was little involvement of people with disabilities in the arts.

“Creative Australia releases reports on arts participation, including d/Deaf, Disabled and Neurodivergent artists and audiences” A series of reports about arts and disability in Australia published in the mid-to-late-2010s are summarised on the Creative Australia website. Sources for the summary include Connecting Australians: Results of the National Arts Participation Survey (June 2017), Making Art Work: An Economic Study of Professional Artists in Australia (2017), Creating Pathways: Insights on support for artists with disability (2018), and Arts and Disability in Australia: Meeting of Cultural Ministers (2018). The overview of this research series demonstrates that disabled Australians’ participation in the arts had increased as access had grown, though equity for disabled artists, especially those with intersecting marginalised identities, continued to face barriers. It reports that work by disabled artists is innovative and transformative.

“‘Arts and Disability: A Research Report’ published in 1995” In 1995, ‘Arts and Disability: A Research Report’ was published. Des Walsh and Juliet London were commissioned by the Australia Council to prepare the report. However, they found little information that was relevant to the theme of the report. In addition to a review of existing literature, they met with people involved in arts organisations, disability organisations and organisations dedicated to both, as well as funding bodies. Walsh and London outlined the different ways that disabled people interact with the arts: as artists, consumers, and through art therapy. They also recognised the “negative or unduly limiting notions attached to arts in relation to disability” (12). Overall, they found “no conclusive evidence […of a] widely shared, articulated concept of a ‘disability arts’ movement in Australia” at that time. The report was intended to inform meaningful policy going forward. They made recommendations related to buildings and physical barriers, leadership, education and training and action plans.

“2023 Screen industry report ‘Disability and Screen Work in Australia’ finds disabled people fulfil a range of roles in the screen industry, despite facing prejudice and exclusion, and should be treated as experts of their access requirements” ‘Disability and Screen Work in Australia: Report for Industry’ (2023) was compiled by researchers Radha O’Meara, Laura Dunstan, Anna Debinski and Catherine Ryan. The study was supported by Melbourne Disability Institute and A2K Media. The authors summarise that disabled people fulfil a range of roles in the screen industry, despite facing prejudice and exclusion, and should be treated as experts of their access requirements. They find that “Disabled people experience a more precarious, lower paid, and less powerful position in the screen industry than their non-disabled counterparts.” O’Meara and her colleagues call for widespread change in the industry to expand access.

“National Arts and Disability Strategy is launched in 2009” In 2009, the National Arts and Disability Strategy was agreed on by Australian Cultural Minister’s Council. The strategy sought to improve access and participation in the arts and identified four priority areas: barriers to access and participation, supporting the creative practice of artists with disability, developing audiences for disability arts practice, and strengthening policy and planning within governments.

“Screen Australia commissions the reports ‘Seeing Ourselves’ (2016) and ‘Seeing Ourselves 2’ (2023)” In 2016, Screen Australia commissioned a report "Seeing ourselves: Reflections on diversity in Australian TV drama". The report highlighted the lack of characters on TV with a disability. When characters with a disability were part of the story they were played by actors without a disability and were portrayed as either unemployed or retired. Screen Australia commissioned a follow-up report in 2023 called "Seeing Ourselves 2 - Diversity, equity and inclusion in Australian TV drama". This report shows that, while diversity is a global conversation and there is an increase of disability representation, it remained significantly lower than the actual disabled population.

“In 2014, the Australia Council introduces its first grant specifically for artists with disabilities” In 2014, the Australia Council introduces its first grant specifically for artists with disabilities. Then Australia Council CEO Tony Grybowski announced “the Artists with Disability Pilot Program; the Council’s Disability Action Plan for 2014-2016; and additional funding for Arts Access Australia to increase career development and employment opportunities for artists with disability.” The pilot program granted $300,000 to disabled artists to develop and present their work. Following this, the program was extended for another three years. The “million dollar investment” would “provide development grants of up to $25,000 and project grants of up to $50,000 for individuals and groups.” That same year, the Australia Council received its first ever grant application in Australian Sign Language (Auslan). However, in 2019, Australia Council ended its dedicated funding program for disabled artists and replaced it with the National Arts and Disability Awards.

"The Australia Council establishes the Community Arts Committee in 1973 and the Community Arts Board in 1978" The Australia Council established the Community Arts Committee in 1973 and the Community Arts Board in 1978. The purpose of the latter was to encourage wider participation in the arts, especially for groups with little social capital. The Board was “the first funding body to identify the community arts phenomenon and respond with definition and policy." This occurred under the directorship of Rosalie Bower, the first director of the Community Arts Board, who wrote in a paper entitled 'The Case for a Community Arts Centre': “The activities within a centre should be accessible to children, aged people, the physically handicapped, ethnic groups and those whose time is severely restricted by work and family ties. The activities supplied by the centre should be conducted free from competitive elements which otherwise might discourage people from participation, and they must be inexpensive and accessible at almost any time. They must not pre-suppose education or income levels which would cut them off from any section of the community.'" (Australia Council 1979/1980 Annual Report, page 32)

“The Victorian Government commissions ‘Picture This: Increasing the Cultural Participation of People with a Disability in Victoria’” In 2008, ‘Picture This: Increasing the Cultural Participation of People with a Disability in Victoria’ was published. The report was commissioned by the Victorian Government, specifically the Victorian Office for Disability in partnership with Arts Victoria and Disability Services Division and written by Kim Dunphy and Petra Kuppers. It focussed on methods to increase participation by people with disability in the arts as artists and audience members.

“The Australian Government launches a new national cultural policy, Revive: a place for every story, a story for every place” The Australian Government launched a new national cultural policy, Revive: a place for every story, a story for every place. Revive comprises 5 pillars: First Nations First, A Place for Every Story, Centrality of the Artist, Strong Cultural Infrastructure, and Engaging the Audience. The policy allocates $5 million for an Arts and Disability Associated Plan, under Australia’s Disability Strategy 2021–31 “to enable people with disability to access and participate fully in the cultural and creative life of Australia.” This replaces the National Arts and Disability Strategy.

“The South Australian Film Corporation announces their disability screen strategy” The South Australian Film Corporation launched their disability screen strategy. First, their Diversity and Inclusion Strategy 2022-2032, which they say “breaks new ground nationally,” defines quantifiable 10-year targets. In addition, the SAFC has developed a Disability Equality Plan, Targeted Diversity Attachments, the FULL TILT Short Documentary Initiative, and Film Lab: New Voices, a feature film development program presented by SAFC with Adelaide Film Festival and Mercury CX.

“Office of the Arts releases 'Creative Australia – National Cultural Policy' (2013) , is critiqued for its reference to 'tolerance' of disabled people” The national cultural policy ‘Creative Australia’ was published in 2013. It was critiqued for its lack of disability arts funding and its reference to 'tolerating' disabled people. As Arts Hub reported, “By now you will have heard that the National Cultural Policy offers little for Australians with a disability. Not only is there no funding for the National Arts and Disability Strategy, but instead, the policy calls for a culture of tolerance towards people with a disability.”

“Arts Access Australia releases the report Making the Journey: Arts & Disability in Australia” In 2005, Arts Access Australia commissioned a survey of the disability arts sector nationally.
